Your Export Workflow Needs More Than an EEI Checkbox

By Blinkshift Team2 min read

A shipment screen asks whether an export filing is required. An operator selects “no,” but the record does not show why or who checked it.

The interface captures an answer without capturing the decision process.

For US exports, Trade.gov's AES overview describes filing requirements that include classification-based value considerations and mandatory filing circumstances. Census maintains the Foreign Trade Regulations and related resources. A single total-value test is not a complete decision model. Trade.gov AES overview, Census FTR resources.

Agree the decision process with the responsible parties

This article concerns software requirements, not a filing determination for a shipment. Have the authorized business owners and filing specialists define the applicable rules, exceptions, and responsibilities.

Our recommendation is to establish what information supports the decision: commodity classification, relevant values, destination, parties, and any other inputs the approved process requires.

Record the basis for the outcome, its reviewer where needed, and references to filing or exemption information applicable to the actual transaction. Keep access and retention requirements part of the scope.

Make unresolved decisions visible

In a hypothetical workflow, a shipment lacks enough commodity information to complete a filing-related review. “Not required” should not be used as a placeholder for “not yet assessed.”

Define a pending-review state, an owner, and the step it prevents. Also define what happens when shipment information changes after review. A previous decision may need reassessment rather than silently carrying forward.

Review one shipment end to end

Ask the responsible team to walk through a normal case, a case needing specialist review, and a changed shipment. Can they explain the decision from the stored record? Does the system identify missing information before the relevant operational deadline?

Build the workflow around an approved process and current requirements. Explore Cross-Border Logistics or discuss the handoff with Blinkshift.
